The truth is that to be an effective team, reviews need to be highest priority because they are blockers. There is just no way around it.

Lower work in progress generally results in faster & more predictable delivery. PR's are an inventory of "almost finished goods". "Stacking" PR's essentially means delaying integration and increasing WIP.
