Copyright hasn't been extended because anyone thought it was in the public interest; it's been extended because monied corporate interests paid to have it extended, and there just isn't much political will in the people at large to oppose it because they have no clear conception of what they are losing. The vast majority of them are never going to create derivative works, and as long as the content is relatively cheap to consume, they aren't going to complain if copyright extends to infinity.
