Although "need for protection" is not listed in the criteria for selection according to UNESCO's website (http://whc.unesco.org/en/criteria), the "Convention Concerning the Protection of the World Cultural and Natural Heritage" which established the concept of World Heritage Sites specifically states that World Heritage Sites are to be used for protection of threatened sites.
